This is an old problem (not with the braces but with tilde.

I am using an italian keyboard, where braces ({,}) are not present.
In every other application I can insert braces via the ALT-123 and ALT
-125 combinations, but TeXnicCenter's editor displays a question mark in
both cases.
What is going on?

If I'm not wrong european keyboard definitions use AltGr as right Alt
key (this won't work with US
keyboard, since it's "plain" Alt key by default).
My keyboard (slovene/slovenian) have ~ mapped to AltGr+1.
I'm pretty sure that italian/french or any other european keyboard also
use AltGr --> on my german MS
InternetKeyboard ~ is mapped to AltGr+ +.

As I can see in my instalation (WinXP, english) there are 2 Italian layouts:
- Italian
- Italian (142)
They have different mappings:
Italian:
AltGr e` -> [
AltGr + -> ]
AltGr e ->
AltGr 5 ->
AltGr o` -> @
AltGr a` -> #
AltGr-Shift e` -> {
AltGr-Shift + -> }
... and no tilde (~) at all
Italian (142):
AltGr 3 -> #
AltGr 5 ->
AltGr 7 -> {
AltGr 8 -> [
AltGr 9 -> ]
AltGr 0 -> }
AltGr q -> @
AltGr e ->
AltGr + -> ~
AltGr u` -> `
And, hope it's not way of topic, but ...
Microsoft have free program "Keyboard layout Creator", it's available
from http://www.microsoft.com/globaldev/tools/msklc.mspx
With that program one can make own keyboard layout, with custom mapped
characters. Also, you can preview existing layouts (that's what I
did).
Works only with Windows 2000, Windows XP, or Windows Server 2003!
If you dare, try it, you can always reverse to "bundled" layouts.

Thanks to Bostjan's suggestion I downloaded MKLC and created a new
keyboard layout based on original Italian keyboard layout.
These are the combination I added:
- AltGr-ù -> ~
- AltGr-' -> `
- AltGr-Shift-A -> À
- AltGr-Shift-E -> È
- AltGr-Shift-I -> Ì
- AltGr-Shift-O -> Ò
- AltGr-Shift-U -> Ù
